This worksheet collects data applicable to a candidate member (CM) of the RAIN System development team. The data represented herein is needed to present a coherent description of the team's capabilities to our customer(s). Accuracy and completeness are essential.

The more significant and valuable a CM's assets are (such as the CM's Intellectual Property (IP), key personnel, contacts within the U.S. Government--including possible political contacts, et al) the stronger our "case."

We need to make the case to our customer(s) for including the CM on the team, and indeed, for selecting our team to do this development work.

The first table, below (the "Base Data"), is the master collection of information. It contains basic data and also "links" to subsequent sections of this worksheet where important information is expanded.

We appeal to every candidate member to supply as much ammunition in this data as possible for our team. The more we have the more quickly we can move toward development contracts for our qualified members.

WHY?

Why a database?
We have formed a consortium of small businesses who collectively have the power of a big business, and therefore the ability to perform on large projects, to the benefits of all of the “members” of the consortium. Our goal is to convince our customer(s) that we are capable of doing what we say we are. To that end, we need to collect specifics about each of our members and combine them in various ways to present the very true reality of a large and powerful organization, but still retaining the well-known benefits of small business: creativity, efficiency and aggressive progression. The information maintained in this database is for use to these ends.
Why the general information?
Standard information needed to identify, locate and contact the business, including its web site.
Why the contacts?
This data lists the initial contact individual, usually found from the website, followed by the contact designated during subsequent correspondence with the business. The designated contact is to be used for routine correspondence with the business to keep it informed of progress, other contacts,questions that arise from communications with the customer(s), etc. We need standing permission to access this designated contact.
Why the business data?
These data items are typically required by customers when they consider contracting with an organization. Most of this data, for example, is found on official U.S. Government publications disclosing let contracts. For example, http://www.usaspending.gov publishes enormous amounts of data relating to government contracts, and most of these business data items in our database are listed in the government's databases. This business data defines the consortium's power when it is summed for all members: total revenues, total number of employees, etc. Together, we look like a big company, but we are small businesses.
Why Existing IP?
This is one of the most important parts of the database. Most businesses have Intellectual Property (IP) that is used to do their work that distinguishes them from others. IP like this can come in many forms: patents, analysis methods (usually embodied in software), special manufacturing methods,tooling, Computer Numerical Control (CNC) machine programs, specialized equipment, etc. This IP might be proprietary or public domain (if it was developed under contract with the U.S. Government, for example), but even if it is public domain, specially-trained people in a business can render such IP as private for all practical purposes. Such IP can be used to justify sole-source procurements from the government because it can save the taxpayer a lot of money if it does not have to be redeveloped. IP can distinguish a business and make it irresistible vis-a-vis other businesses that might in fact become competitors. That is why such IP is so important. It is often absent or underemphasized on a business's website, so the business itself must assist in defining it and quantifying its value.
Why Key Personnel?
Employees or contractors with special expertise applicable to the project will be import assets to a proposal. Their names should be listed in this database, and resumes provided as backups.
Why agency contacts?
Many candidate members are already doing business with the U.S. Government, and particularly, agencies who have a mission to and should support the development of technologies like the RAIN System. Those existing relationships can help to build trust and provide segues into key departments and individuals within the customer's organizations, which can lead to contracts. The more contacts we have like these, the better: the more likely time to success can be shortened. Since we are marketing to the government as a consortium, sharing contacts among members of the consortium is synergistic: all members potentially benefit for contacts from all of the other members.
Why political contacts?
A project of this size may require access to the Congress to eventually get all of the funding needed. Although there are agencies that have a mission to protect the public from wildfire, and who have funds to do so, they will be spending all of their money elsewhere and seldom have anything left for new ideas. It may be necessary for them to be “nudged” by powerful forces in Congress or elsewhere in the government, to get them to do the job they are supposed to be doing. Also, Congress has the power, through “earmarks” or other means, to fund a needed activity. But often, all that is needed is a phone call to the right place from the right place in the government to get things moving.
