This page discusses the prospect of a business becoming a member of the RAIN System development team.

No Cost to Join

The primary drivers for a company to join the RAIN development team are: 1) its applicable expertise and track record; 2) Its interest in the project; and 3) the ultimate acceptance of the member by the customer. There are no dues or "earnest" costs. More on desirable attributes of members is presented here.

The project will promote the development of the RAIN System to the U.S. Government and recommend potential contractors who would perform their respective part(s) on one or more of the RAIN subsystems. [See the "SubProjects page for a list of the key technology areas needed by the system. The business section addresses the overall structure of the corporations set up to develop and market the system.

The following lists what we need.

The Member Database

FITERAD is assembling a database for each potential member that contains information from the candidate's website or other sources in the public domain [such as data published by the Government regarding its (non-classified) contractors]. This database is the primary vehicle that FITERAD will use in recommending candidate businesses to the U.S. Government with the strong suggestion that they be awarded RAIN System development contracts.

The databases from all of the members will be juxtaposed to form our proposal. Also included in that proposal is a Project Plan (that you can view here) developed by FITERAD engineers which estimates overall development program cost and schedule. Our proposal will be structured, of course, to make the strongest appeal possible to the government to fund the RAIN development project and, particularly, to choose the FITERAD team to do it.

Strengthening the Database

Candidate members are encouraged to review the data FITERAD has assembled for each to make corrections, additions and deletions as appropriate. Anything that a candidate member can provide will potentially strengthen the overall team's position in the eyes of the customer. Particularly important areas are:

  • IP. Specifications on existing Intellectual Property that they possess that can dramatically enhance the qualification of the business to participate on this project;

  • Key Personnel. Specialized expertise and background experiences by such personnel can strengthen our case.

A general form for use in collecting and displaying a Member's database is shown here. The present database at FITERAD for any particular candidate member will be sent to that member on request. Distribution of this information is carefully controlled, with few exceptions being offered only to the Customer.

Formal Agreements

  • NDA. It will be necessary that every potential member execute a Nondisclosure Agreement (NDA) before receiving proprietary information from the project or any of its members, to protect each's private data.

  • Teaming Agreement. Teaming agreements are conventional when two or more organizations join forces to their mutual business benefits, e.g., to bid on a government contract too large for any one of them to handle. Such an agreement defines the relationship between or among the parties, and creates a unit that can have real credibility in the eyes of the Customer. FITERAD seeks to enter into teaming agreements with all candidate members. [We use the term "candidate" here to acknowledge that the Customer(s) will certainly have a say on the constitution of the final team.] See Teaming Agreement for more information.

Point of Contact

FITERAD will need a point of contact in each member business to field questions from potential customers, receive advisories on progress, etc.
